wood stain

I am refinishing a child's play kitchen, after stripping the paint off I found three blue rings stained on the wood. The stripper isn't getting it out and I tried sanding but I guess it's too deep. I think whoever made it put the paint can on the wood and it stained thenn they painted over it. So how can I get those stains out?

Also, after I finish sanding I want to stain the wood a little bit darker and do some wood burning of some butterflies and my daughter's nae into the wood. Which do I do first, Burn or stain?
