Electric baseboard heat and burned walls

Could this possibly be an interaction with the paint?

I ask this because I first had the problem after I repainted the bathroom. I replace the heating unit, repainted with the same paint, and now have the same problem.

Furthermore, I then repainted all of the rooms using the same brand and type of paint, and now have this problem everywhere.

I ruled out thermostats as some heaters are controlled by a wall thermostat, and some have their own.

Also, if excessing heating (ie bad thermostat) was the problem, I would think by heating bills would be high, and they're not.

I tend to keep the heat very low, which makes the posssibily of the stain being an actual burn, more difficult to understand.

I am now thinking a possible chemical or surface reaction to the paint???

Any ideas??
