water utility

I have no knowledge in this area but it seems that the utility is responsible for delivery of suitable product to your home. I mean that's what your paying for. If the electric company was feeding you with 400 volts instead of 240, I don't see that you'd have to get a transformer and pay for it yourself. But I do know them water companies are rather snooty.
