Frost in Iowa very seldom penetrates more than 24 inches. Perhaps by Mason City and West it may get to 30 inches.
The ground itself may heave and push up against the bottom of the joists, but not more than 1 to 2 inches. So if your "nearly touching" is more than that, you should be fine.
