sanding is the best thing to do. unless you are 200% sure that their is an oil based paint on the house already you should use a Latex paint. reason is if latex is on the house even small chips the oil based paint will raise the latex and cause it to chip off in a year or two. latex paint has come a long way and will hold up check with you local paint store.
