This is a good example of the difference in thinking between people-workers and repair techs. People workers solve problems by replacing people as people are difficult to adjust and are produced regularly with little planning or investment, whether a politician or worker.

Repairmen adjust air flow, gas flow, electrical settings, etc. Only after trying to adjust the unit to be nearly as good as when it came from the factory design are parts replaced. Obvious problems, like motors not running at all might still be corrected by adjusting terminals and cleaning. However, it is the attitude used in most approaches to solving a problem that provides a satisfactory result; the office Atilla solves by elimination, intimidation, and replacement; the repair tech can not intimidate a machine into working, so correction, training and assistance in doing the needed task is the useful approach. To use that approach, the repairman must learn how a machine was designed to work; people replacers needn't have a clue.

The underlying principle is a belief that parts are made at the factory that will fix all problems, as they are adjusted at the factory; not an understanding that parts have to be adjusted to perform in concert with the whole situation that differs in each home. In the world of machines, the office Atilla tries to replace everything until it works; only at despair of ever understanding why adjustment is necessary does Atilla capitulate to plan for cleaning, adjustment and maintenance by people who have earned respect by learning to deal caringly with machines.
