It could be that your floor drains in the basement have dried out, and you are getting a musty sewer/storm drain smell up through them. Pour a gallon of water in each drain, including any sink or shower drains.
If this doesn't help, it sounds like you may have to invest in a dehumidifier. You should get the basement relative humidity down to 50%
