Necessary to replace toe kick board?

The toe kick board of my kitchen cabinet turn to dust from water damage years ago. Is it necessary to replace it? I have 25-lb rice in the cabinet and I'm afraid the weight of the rice will cause the cabinet to fall down if I don't replace the kick board. Pls advise and really appreciate your help.
