The following web site shows how a pressure tank works. You can provide the air charge of 50 to 60 psi in the full tank, or 30 psi in the empty tank. Most of the time, we just empty a water logged tank partway, check the pressure and add 40 PSI. The tank refills and compresses the air. From there, just follow the pictures and advice at these two links:
