Your walls must be the vinyl covered drywall. To paint that, prime with Zinsser's Cover Stain (oil); wipe down with liquid deglosser just before priming. Then you can paint with either latex or oil enamel. I would use latex flat paint since it doesn't reflect and thereby minimizes imperfections.
