I don't know about a portable dryer but there are a number of different portable washers which are available (see the following link). The limited number I have seen seem to do a decent job but I haven't any personal experience with any of the models currently available.
You might consider a combo washer/dryer if you can find one which is portable and a condensing dryer model would eliminate the need to be vented outdoors. Alternately a "twin tub" (washer/spin dryer) might be acceptable for you if you have some area to hang clothing to dry afterward although the ones I have seen didn't require much drying afterward. Even just ironing was enough in many cases.
