No 220 volt at service box

I recently had a 90 amp 220 volt breaker installed on my meter box to power a panel in my garage.
When I check for 220 volts across the two terminals, I get nothing. I have 110 volts on each leg, but not 220 total.
Does a jumper of some time need to be installed to get the 220 volts?
I checked for 220 volts on the 200 amp main and I have the power there.
Please help.
