OSB Sheathing

We had a new home built in 2000 and the contractor used OSB board as sheathing. The contractor did not use any felt or water proofing material to cover the sheathing. This OSB board was then covered with brick.

We notice a mal-oder in the front of the home interior. We discovered that the water was seeping into the brick, and when we removed some of the brick we notice that the OSB was wet. We now have a mal odor smell coming into the home, we have installed vent in the brick to try to elimiate the odor with no good results. Our question is could the OSB board become deteriorate and rotted from being wet causing this mal odor and should they have installed black felt over the OSB board?

What can we do to resolve this problem?
