It sounds like your vinyl tiles were not proper installed to the floor subsurface. If you used peel& stick 12"x12" vinyl tiles on concrete slab, I know there maybe some condensation that prevents good glue adhesion and tiles will eventually move. If floor surface was prepped correctly and appropriate vinyl adhesive was used, your tiles should not move when walked on. Hope this helps.
