I have a finished basement with concrete block walls finished with cement, and painted. The outside walls are stucco. I have two different spots on the walls and they bubble. When i remove the bubbled paint their is a white substance on the wall. I have used drylock inside and outside and it lasts for about 2 years. Any suggestions?
