Consider that cool concrete under carpeting is also cool. If cold water pipes sweat, the moisture is starting to condense under the carpet also. Near condensing grows mold and produces that musty basement odor. Consider getting a better adequately sized dehumidifier. Use enough capacity to maintain less <50% RH throughout your home. This eliminates mold and dust mite. Suggest 1 pint per 25 sq.ft. of space. Check EPA's web site.
