The best way to remove tiles, is with a pry bar placed uder each tile and hamer away for quick removal. For the cement part, if the sub flooring does not have to be removed, then a chisel and a hamer to remove the remaining of the hard bounding cement is the quickest and cheapest way. It's time consuming but worth the $$$ savings...
