Painting over panelling

Just as a precautionary mesure I would lightly sand the surface of the panelling to take of the shine, after you sand the surface, make sure all of the dust is cleaned off the walls. Prime the walls with a good primer/sealer before paint and chipping should be minimal. Allow the primer/sealer to dry completely before painting.
I know it is a little more work, but it is worth it in the long run.
