Is it possible that the minerals in the tiles could create the blue apperance? Eflourescence is when the tiles turn white from the minerals, and is related to water. There are many products for this. I have had luck with vinegar a brush and a lot of elbow grease.
Is it normal?...in a sense. It doesn't sound like the tiles were sealed well.
