There are numerous methods to manage asbestos duct wrapping in place as an alternative to removal. When I have encountered this situation, I have usually used a spray-on bridging, and sometimes follow with a non-asbestos acoustic or thermal lagging to protect the surfaces and enhance function. Encapsuant is basically a liquid that covers the ACM wrap, then hardens, binding it into a dust-less, structure. Thermal wraps are just a jacket that fits over the duct and is taped together. This encases the asbestos materials in a protective wrapping, that actually improves the insulation value. Dont use adhesive tapes that prevent wetting, and cause a bigger problem if removal is necessary in the future. Spraying or painting on a briding encapsulant and applying a fitted jacket pose minimal risk of fiber release, and strengthens and protects ACM insulation.

Most of the time, asbestos removal and management in place measures are performed by professionals. They know (or should) what the function of the material is, and what need to happen to prevent asbestos from being damaged, while maintaining its function. Repair by the homeowner should only be attempted, if at all, where the insulation is firm and the cover tight, and there should be a minimum of holes or tears in the insulation (for example, no more than a one inch diameter opening in four lineal feet of pipe covering). You can purchase materials at heating and plumbing supply distributors, and at many safety supply stores. These materials are sold to the public if you know where to ask.
