Getting a metal plant hangar from a wooden pillar - the screws are all rusted

I had a plant hangar up outside on a porch pillar - it has rusted and I can't get it off. I guess I have to get rid of the rust or somehow melt the metal. Any suggestions would be greatly appreciated.
