Over time I guess a buildup could occur, but lets face it, your house was built in 1988, not 1888 as you say. It may not be the perfect brick job or even the perfect chimney, but is that worth correcting? I don't think so. Besides, is not the flue sheet metal anyway? Just don't burn plastic milk jugs and you'll probably be ok.
