thoroseal

Thoroseal is a water-proofing paint for cement and block. It is applied as a latex formulation. By itself, it should not be incompatible with latex paints, but you cannot put any coating over a peeling substrate. You need to correct the adhesion problem by scraping off any loose paint, and sanding the surface. If you do the proper preparation work, I don't see where you would have a problem. Just curious, why thoroseal? Are you waterproofing?
