Cold Water Shut-off Valve for Sink

you have a bad rubber seal in the shutoff valve. if you have a shutoff valve for the house, turn it off there, else turn off at the meter. remove the valve stem and you will see the remains of the rubber seal. take the stem with you to the local hardware store to get the replacement seal. it would not hurt to replace the hot water valve seal at this time also as a preventive measure. the seals are very cheap.
