floating the seams is using a wallboard compound/drywall mud etc, to fill and cover any small gaps between the edges of the paper.
there are lots of spray on textures, the best thing to look for is an oil based primer sealer. just remember, if you paint over the paper, if it ever peels...it is going to get very ugly trying to remove it. best bet is to get if off prior to painting.
