Personally I would check to make sure the water fill valve on the dishwasher is getting power when the dishwasher should be filling. If it was getting power but still not filling, then I'd move onto the water supply line and making sure the valve was opening when powered.
That should be able to be accomplished without removing the appliance from its enclosure. Be very careful of electricity when working on a live appliance though !

If the water fill valve was not getting power, than the float switch, timer operation and wiring circuit to the water valve would need to be looked into.
