Whenever you hired these consultants, it all depends on your contract. Did you agree to a package deal from one firm? If so, yes, you should recieve only one bill. However, if you have contracted multiple firms for the same project, you will recieve multiple invoices. Also remember, these are quotes, you do not have to pay them for a "quote".
