Damming a creek to create a small decorative pond

I haven't been able to find any information about creating a small decorative pond by "borrowing" water from a small creek that runs through my land.

I would like to ask everyone two questions:

1) Does anyone know of the permit and legal issues about diverting water from a creek. (I'm in central Kentucky.)

2) I think that the best way to create the pond would be to simply enlarge part of the creak bed to form a circle, I would then either put down some type of liner or see if the creek's rock-bed extends through the ground. If I build some type of short wall to hold water back to fill the circle, how would I stop the water from merely flowing backwards?


The creek is generally level with a consistent but small flow. The water/creek bed is also about 3-4 feet below the level of the yard.
