Well he said it for the summer the attic fan installed in the roof would work best, Just make sure that there is vents under you soffits cut out so cool air can be pulled in. As for the winter if it's cold there is only one solution and thats to insulate better If you can walk/crawl arould the bedrooms up there chack all spots and if the insulation is old a packed replace it. or just go over it with new.
