My suggestion would be to treat the deck/porch and roofing as two different issues. Based on how I interpreted your posting, it sounded liek you were trying to do two things which are not working.
Look at the way any exterior is roofed, anything where there is exposed water hitting it. Based on your area the solution can very.
Once the roof is sealed, then you can focus on the decking.
