The job of removing old wallpaper and/or painting over it is one of the biggest headaches I can think of in home decorating. The very best way to take care of this problem is just admit it's a huge job that you don't want to repeat in a few years, so do this the right way right away. Go
to the home improvement store and get wallpaper liner and put it on according to the directions HORIZONTALLY! Then pick out the new pattern and put that on VERTICALLY. Once it's on, you'll never see the imperfections that are underneath. If your problem is that you want to paint, then put the wallpaper liner on VERTICALLY and then paint over that. I suggest you put a coat of primer on the liner and then paint with your final coat of latex. It's a lot of work in various steps but believe me, it works. Just make sure you pick out a pattern or color that you can live with for the next 5-8 years before you change the color again. It works perfectly. Sure beats scraping and scraping to get the darn paper off.
