The rubber needs to come off (and tossed) and the T&G ply inspected......I'd be tempted to use Carlisle as a roofing material.......they make one with granules also....sticks right to the base ply........(Like Grace ice shield)
Then frame the deck above the Roof using sized floor joists and proper flooring/decking material
