leveling plywood subfloor to lay ceramic tile

The subfloor consist of 2 layers of 3/4 inch plywood. The problem is, part of the flooring is newly replaced plywood, meeting older plywood. Also, the older plywood flooring already has ceramic tiles. We are attmpting to carry the ceramic tile on throughout the area. There is about 1/2 inch or so difference where the old plywood meets the new. We have tried leveling compound, still not level. Are we just not doing that right, or is there an alternate idea? I have read about cement backerboard. Would that be an option? Thanks for your help!
