Sewer gas enters a house from many sources.......a dry P-trap is most common (but why is it dry?)...........others include broken or missing pipes or vents.....inadequate or plugged vents.......bad toilet seals......unbalanced HVAC system.......

The "problem" may be identified using a smoke test in the drain line (if permitted in your locale)
