There seems to be a difference of opinion, Contractors and books say to put a poly vapor barrier against the basement block wall, frame and insulate with a kraft faced insulation, then drywall. Owens Corning and our local gas and electric energy dept. say not to use the poly vapor barrier because if moisture does get back there it will be trapped and get musty. Please help me make the right choice. The house is in NY winter and summer climate.
