Hi maureen. Thoroseal has its purposes, but it is not ideal for exterior finishing. I tend to agree with your paint dealer about applying some form of tack primer to improve adhesion of any acrylic finish coats. If you could be more specific about what sealer the SW dealer thinks is right, I could better judge.

I think you need a good 100% acrylic stain sealing primer, pre-tinted for your finish coat. I greatly prefer spray on application with brush-back on the primer coat. As long as the coating is in good condition, and cleaned you should not have adhesion problems.

Thoroseal has a web site, and you could print off information for your paint dealer. Based on the formulation, I think 100% acrylic primer, followed by acrylic color coat is the way to go. (acrylic is just high quality latex). http://www.ruberoid.ie/ruberoid31.htm
