I have weep holes in the lower coarse of block in a full basement. Water enters through these holes, into the channel, then to the drain tile and sump. Perfect. This water sitting in the channel I suspect is causing excess humidity in the house. The dehumidifer runs but the upstairs humidity 48% is to high causing condensation on the windows. Bath and kitchen fans are used as needed. What next?
