Mitsubishi TV Vertical lines rolling through screen

This is a 25" Color TV Model CS-26301. I want to know if the I can fix the problem or is the set going to the recycling center. The vertical lines at this point will constantly roll from top to bottom of the screen making it impossible to see a picture. Was this post helpful? Yes: or No:
