I'm not a professional, but did a lot of research prior to doing my basement 5 years ago (in Massachusetts). I put the poly against the concrete wall, then framed, insulated with unfaced insulation, and drywalled. No problems yet, and no odors. It all came down to where was the moisture likely to come from? The concrete wall was the more likely contributor. Good luck.
