I did this many years ago by clipping off the meter seal, taking the meter out and installing the new service panel. To restore power, I flattened copper pipes to make the power connections at the buss. Needless to say, that wouldn't be looked on kindly today.

If you call the electric company, they will pull the meter which will disconnect power and allow you to put in a new panel. The meter must stay out as much time as it takes you to connect the mains to the new service. Once that is done, the meter can be reinstalled and the circuits, wired into the new box. I'd recommend you have the assistance of a knowledgable person or electrician, but, its relatively easy considering the power is de-energized. Whether the power company will do this without a licensed electrician changing the service may be another matter.
