Basement water problems

I live in WI and we've had a lot of water this spring & summer which led to my finished basement getting flooded. It appears the water came up from underneath the tub in our basement where the drain goes into the concrete. Around that area is a section about 8-12" in diameter (cone shapped is how I'd describe it)that the builder didn't fill in completely with concrete. I'm told this is common but I'm wondering 1) Can I fill that in with concrete to help deter water pushing up into my basement and 2)If I can use concrete to fill it in, what type would work best.
