A classic crawlspace problem. The crawlspace has high humidity which may be from the moisture evaporating from the earth, enter via the open vents from outside during humid weather, moisture condensing on the cool floor of the home over the crawlspace. The earth in the crawlspace must be covered with heavy plastic. The vents to outside must be closed when the outside humidity is high. If there is any flooding, a sump pump needs to be installed in the low spot. You will probably require dehumidification to keep the relative humidity below 50%RH during the wet times of the year. 100 pints of dehumidification per 2,000 sq.ft. of space.
