I usually agree with doug....guess what, not this time. Increasing static resistance as a means to reduce airflow just is not the way to go. You can increase the spray booth opening size, which will reduce velocity, or you can add a variable motor control. These are available as a part where furnace parts are sold.
Still, your problem is not too much air-flow, it is the approach velocity through the spray booth, and the best answer is to properly size the opening. Using additional vent holes in the sides of the spray booth, adjustible front opening, or a wider opening will reduce velocity to the point the paint is not swept off the work and up the stack.
