Paul, I am not sure if this will work but I would try this? If you have a Dremal tool with a small grinding bit, I would use that to grind away the rust, very carefully. When you got out as much of the rust that you can, I would use appliance apoxy touch-paint, it usually come in a small jar with an built in brush. Just a thought.
