for the best results on drywall, use the fiber mesh tape. it is applied prior to mud using a drywall knife to rub it down so the wax sticks to the drywall, then mud over the tape, no problems with the tape being loose after mud dries. in your case, you will need to remove the loos tape and start over. with the paper tape, it is best to slightly moisten it prior to installing. first apply a thin layer of mud, then press in the tape and cover with more mud. if the mud is too dry and you tape over dry tape, you will have problems as you have seen.
