Water stains on basement block

Lately I have noticed that about a foot up onto the block where the wall meets the basement floor, it looks wet. It doesn't feel damp to the touch, and we never get water, but it looks wet. In some spots there is a chalky white residue. It doesn't go all around the basement, only on a few walls. Our sump hardly ever runs. In one corner, the wet look starts at the top and runs down to the floor, but I think that is due to a crack or something in the buried downspout, but I'm afraid that the stuff by the floor is a clogged or collapsed drain tile. How can I test this myself before hiring a pricey consultant?
