When you are making decisions don't just look at installation costs. The total cost of some of these are much lower even though the initial installation costs are more.
Depending on where you are in the building process, I would recommend the radiant system throughout the whole structure. For total cost over many years this is by far the best option. I live in a cold climate as well and regret every witner day that I didn't go with it in the basement floors when we remodeled.
