Whether or not you go with radiant heating in the floor, the biggest favor you can do for yourself is to have 1 inch of styrofoam insulation installed under the slab. This will make a tremendous difference in the feeling of warmth in the basement.
Oops! just reread your post and realized you already have the basement floor in. It seems like your choices are limited then. I would go with either 1 or 2 but be sure you have cold air returns at the basement floor level.
