Enclosing a railroad tie retaining wall with poured cement

I have 160 feet of 4' high railroad tie retaining wall that is 15 years old. I'd like to have a formed/poured concrete wall installed in front of it. The wall isn't leaning, but some ties are hollow. Is this possible/advisable? Must the old wall be removed?
