The railroad ties will eventually rot and you'll be left with an almost continual job of backfilling. Plus water pressuse could build up behind the wall in spots possibly causing it to fail.

Remove the railroad ties and also look into ways to "tie" the wall into what it is retaining to do it the right way. here are plenty of websites that prvide this information.
